The Institute of Analysis and Advocacy (IAA) as part of the Ukrainian delegation carried out an advocacy trip to Brussels

Consortium partners RRR4U conducted a series of advocacy and exploratory meetings in Brussels.

Discussion topics:

  • Reconstruction challenges – the scale of infrastructure destruction and the financial needs for reconstruction are exceptionally large. Direct losses in Ukraine have exceeded $135 billion USD, and the overall requirements for reconstruction and recovery are estimated at approximately $411 billion USD.
  • Ukrainian ownership in reconstruction – International partners undoubtedly have the right to approve fund allocations and exercise control over their proper use. However, it is crucial for Ukrainian authorities to remain responsible for planning, approving, and coordinating all projects related to recovery.
  • Role of communities in recovery – communities will be the initiators of reconstruction projects, and the development of their capacity is the key to fair and green reconstruction.
  • Transparency and accountability – this is the core of recovery, creating trust, accelerating financial support, and overall progress in reconstruction. Our task is to build the highest level of transparency based on the principle of “everyone sees everything.”

  • Ukraine’s compliance as a candidate with EU accession requirements – the latest progress check on implementing the list of reforms that Ukraine is undertaking to confirm its candidate status has shown that we have fulfilled over 50% of European requirements.
  • Access to EU financial instruments and the EU budget.

Discussion topic:

  • Green recovery – Ukraine’s reconstruction must be green, and all decisions must be well-adapted and balanced as much as possible during the urgent stage of reconstruction, where there are challenges of time, resources, and manpower.

  • Investments in reconstruction – private investors and businesses must be the drivers of Ukraine’s reconstruction and recovery.

  • Presentation of the Cookbook developed by the consortium – recipes for Ukrainian recovery.
  • Progress and challenges in the reconstruction cycle.
  • Digital ecosystem DREAM, created by the RISE Ukraine coalition under the leadership of OCP with the assistance of BRDO and TI Ukraine.

“Urgent and Green Recovery for Ukraine – Ensuring Rapid Response and Long-term Perspectives”

Discussion topics:

  • Returning people to Ukraine, where time plays a crucial role, and not always in our favor.
  • Modernized and green conditions for the return of displaced persons – environmental friendliness, energy efficiency, and inclusivity are extremely important criteria for reconstruction.

“Financial Needs and Mechanisms for the Reconstruction and Recovery of Ukraine”

Discussion topics:

  • Transparency as the basis of recovery: how to build trust and accelerate financial support for recovery – transparency is the foundation of recovery, strengthening trust, accelerating financial support, and overall progress in recovery.
  • Ukraine’s progress in 9 years after the Revolution of Dignity – Ukraine has enough capacity to implement such an ambitious project as the modernization and recovery of the country.
  • Presentation of the DREAM ecosystem developed by the RISE coalition, its role for communities and potential investors – each component of DREAM provides a digital solution that corresponds to each stage of restoration.
