RRR4U Consortium presented the Cookbook of Ukrainian Recovery
Clear, well-known principles, shared by Ukrainian society, the donor community, and implementers, and their strict adherence to each project, will help Ukraine attract more funds than semi-transparent state funds.
This book aims to outline such principles, clearly articulating their practical implications, and to offer examples of their application in real-world, sector-specific contexts as “recipes” for Ukraine’s recovery, consisting of a set of universal ingredients.
How to cook?
There are many territorial communities in Ukraine and there will be many projects that need to be restored, so clear rules are important. It’s just like the owner of several restaurants needs to clearly understand both the direction of each restaurant, the specifics, and the need for funding, team, products, etc. At the same time:
- Funding determines how many restaurants an owner can develop at the same time.
- To prepare delicious, healthy meals, you need the right utensils – pans, knives, boards, pots – as technical assistance for reconstruction.
- Cooking requires skilled teams of chefs – capacity determines project implementation.

These ingredients are essential for all dishes of Ukrainian “restorative cuisine”. Further, seasonings and additional ingredients may vary from dish to dish.
Cooking procedure
Traditionally, there is a rule in the kitchen: you can make a delicious dish with quality products – but it can be spoilt by a violation of cooking procedures. That’s why we need to clearly define what kind of dish we are preparing at the start and what we can cook when we have enough other ingredients. In the case of reconstruction, it is primarily about the adequacy of funding.
You will learn more about the universal recipe, as well as recipes for recovery adapted to different sectors, from energy to housing, in our presentation.
We hope that the Ukrainian Recovery Cookbook will be useful to both donors in preparing aid projects and Ukrainian project developers and implementers on the ground. But first and foremost, this book is intended for those who are currently discussing the principles, priorities, and mechanisms of recovery and shaping relevant policies at the highest level.
